Do we need a page for every town we serve?

No, and doing it usually hurts. Build pages for areas you can write something real about: the work you do there, response times, permitting, jobs you've completed. If two pages differ only by the town name, they should be one page.

Our website was built by a marketing company and we can't edit it.

Common, and usually resolvable. The first question is what you actually own: the domain, the hosting, the content. If you own the domain there's normally a route back to control, and we do this regularly.

Is it worth doing this in our off season?

Usually yes, and it's the argument for doing it now rather than in the week your phones start ringing. Building and launching during the quiet period means the site is settled before the season it has to perform in.
