We optimize for people, not for the score
A perfect score on a testing tool and a site that still feels slow is a common combination, usually from optimizing for the test. What matters is how fast a real person on a real phone can see and use the page.
Speed is a business number
Slow sites lose inquiries and orders, and the effect is worse on mobile and on poor connections. It also affects what you pay for advertising, since landing page experience feeds into quality scoring.

Speed is a real ranking factor and a real experience factor, but it's one of many. If your content doesn't answer the question, a fast page won't rank.
